Apparently Villa were initially quoted a ridiculous loan figure as Chelsea didn't want him to go to a CL rival, which Villa rejected out of hand. Then he was offered to Spurs for a reduced sum which he turned down as he wanted to come to Villa. When Chelsea realised this they eventually relented and just accepted Villa's offer.
