It sounds like a country where there are very strong local differences and rivalries, similar to the Black Country (in my experience).

As a result the unemployment rates were much lower for the Flemish population as they could work across the country. No idea if that is still the case. All sounds about right. We're in education and have offices in Belgium and, as above, we have to have separate versions of our products for Flanders and Wallonia, not just because of language but because they have very different needs, it's really odd. In my experience the Flanders side is much easier to work with.
